Civil procedure – Appeal – Court of Appeal refusing leave to appeal – Whether courts infringed applicant’s right to counsel.

The applicant brought an action in damages against an employee of the municipality of St-Magloire. The Superior Court dismissed the action at the preliminary stage on the ground that it was unfounded in law and that the proceeding was improper. The Court of Appeal refused leave to appeal on the ground that the applicant had not raised any error of law or alleged anything that could justify the intervention of the Court of Appeal.
